The new City of Toronto,
created on January 1, 1998, is the largest municipal government in
Canada, and one of the largest in North America. With a population of
2.5 million people it is the fifth largest city in North America--the
result of an amalgamation of 7 separate municipal governments legislated
by the Province of Ontario.
The Corporation has had
to respond to a number of significant issues during the first several
years of its existence including the integration of human resources
systems, policies, procedures, practices and 46,000 employees of the
seven former municipal governments.
Simultaneously, the
priorities of Human
Resources needed to focus on key programs designed to
strengthen the development of a strong public service and a unified
corporate culture. One of these initiatives is executive and management
development.
Through a competitive
process LSM Consulting was selected to design and develop an Executive
Self-assessment process consistent with the City’s Leadership
Competencies and to design, develop and facilitate workshops for
senior City executives (the top 300) intended to guide them from the
self assessment process through goal setting, to a personal action plan
for developing their leadership competencies. In addition, the initial
phase of the project (self-assessment) was to be available, on-line,
through the City’s intranet system.

The project was delivered
on budget, on time with very high participant evaluations. As a result
we were invited to deliver a variation of the self assessment process
and an expanded version of the workshop to the remainder of the City
management group (approximately 2,000 managers).
